The trade association representing Connecticut heating oil delivery companies and gasoline stations has appointed Chris Herb as its acting president, ending the 10-year reign of its former leader.
The Connecticut Energy Marketers Association, formerly the Independent Connecticut Petroleum Association, or IPCA, appointed Herb on the strength of his lobbying to defeat a tax on heating oil proposed in the Connecticut General Assembly. The heating oil tax never made it out of committee.
Herb replaces Gene Guilford, who will be the organization’s first national and regional policy counsel.
Herb’s appointment comes at a tumultuous time for heating oil dealers, as Gov. Dannel Malloy is pushing a $7 billion plan to make natural gas the home heating fuel of choice, replacing heating oil.
