CT may not rescind all state layoffs

Even if the Connecticut state employee unions ratify a concession agreement, the state government may not rescind the layoff notices it has already sent out, particularly for non-union workers, according to a memo from Office of Policy and Management Secretary Ben Barnes.

If SEBAC does not approve the concession agreement, then all layoffs will be carried out and state programs will be shut down according to the plans the individual state departments have already laid out, Barnes wrote.

If SEBAC does approve the agreement, layoffs of union represented employees will be rescinded as long as the individual bargaining units also ratify the unit wage and job security agreement. If a bargaining unit does not approve the unit wage agreement, the individual department heads will have the option to rescind some layoffs of union workers.

For non-union employees, if the agreement is approved, their layoffs will not be immediately rescinded. For those employees, the individual department heads will have to decide which ones they want to bring back to work, and they must justify their reasoning with OPM.
