CT Green Bank violated contract awarding, reporting laws

The Connecticut Clean Energy Finance & Investment Authority failed to fulfill its legal requirements on awarding contracts and reporting its progress to the legislature, according to an audit report issued Tuesday.

The Connecticut Auditor of Public Accounts founded that from mid-2011 to mid-2013, CEFIA signed seven agreements with contractors that did not include the contractors’ safety and health backgrounds and another 10 contracts did not include campaign contribution information.

The auditors also found CEFIA did not submit four quarterly financial reports to the legislature, as required by law, nor seven of eight quarterly personnel reports and a report on the effectiveness of one of its renewable energy financing programs.

The auditors considered these violations minor and CEFIA fixed its procedures so the problems wouldn’t occur again the future. CEFIA also fixed an administrative problem related to its employees’ comp time.

CEFIA, which also is known as the Green Bank, manages $68.1 million in assets. The goal of the quasi-public agency is to use that public money to leverage private financing for renewable and efficient energy projects and programs.
