CT Green Bank issues RFP for solar projects at affordable multifamily housing sites

The Connecticut Green Bank is seeking proposals to develop solar projects for nine affordable multifamily housing (AMFH) sites, the organization said Tuesday.

The Green Bank recently released a Request for Proposals (RFP) seeking engineering, procurement and construction services for the solar photovoltaic projects that would produce up to 2 megawatts (MW) of power on nine AMFH sites in Connecticut, working with the Green Bank’s Solar Marketplace Assistance Program.

The projects will be installed at locations in Cheshire, Hamden, New Haven, Storrs, Tolland and West Hartford. The installations include seven rooftop and two hybrid carport solar projects.

The Green Bank has commissioned evaluations of each site and provides detailed exhibits for each proposed project through the RFP.

This RFP also requests secondary project pricing that incorporates requirements associated with using federal Greenhouse Gas Reduction Funds, such as the Build America, Buy America Act, the Davis-Bacon Act and related acts. Federal compliance requirements are explained in the solicitation.

While the secondary pricing is optional, the Green Bank said, it strongly encourages submissions because it is a priority funding area.

The Green Bank will offer site visits on Dec. 9 and Dec. 10, and an informational webinar on federal compliance requirements on Dec. 13. Submissions are due on Jan. 13, 2025.

The Connecticut Green Bank was established by the state General Assembly in 2011 as the nation’s first state-level green bank. Since then, it has supported the creation of nearly 30,000 green jobs in the state, while reducing the energy cost burden on over 71,000 families, businesses, and nonprofits and infused nearly $3 billion into the state’s green economy.
