CT drops in Top 10 sci/tech index

Connecticut has fallen two places in a Top 10 ranking of states that most effectively leverage science and technology resources to stimulate growth in a knowledge economy, a biennial index shows.

Connecticut ranks No. 9 on the Milken Institute’s 2010 State Technology and Science Index, down from ninth in 2008.

Massachusetts retained its No. 1 rank, the institute said.

No. 7 New Hampshire is the third New England state in the Top 10.

The index, released every two years since 2002, tracks and evaluates every state’s tech and science capabilities and their success at converting those assets into companies and high-paying jobs.

“States that got a head start on building their tech and science assets prior to the economic downturn now have healthier, more diversified economic growth engines,” said Ross DeVol, executive director of economic research at the Milken Institute and lead author of the report. “Looking into the subcomponents of the index, we see that competition is growing, however, as states vie for high-tech investment and human capital not just from other states but from around the world.”

States rounding out the Top 10 in descending order (with previous rankings):

No. 2 Maryland (2); No. 3 Colorado (3); No. 4 California (4); No. 5 Utah (8); No. 6 Washington (5); No. 7 New Hampshire (9); No. 8 Virginia (6); and No. 10 Delaware (14).
