COST taps insider Gara as new CEO

Elizabeth Gara, policy director for the Connecticut Council of Small Towns, is the advocacy organization’s new chief executive.

Gara succeeds Bart Russell, 62, who retired last week as CEO of the West Hartford nonprofit.

The Durham resident spent the past six years building “strong relationships’’ inside and outside the State Capitol, Russell said Wednesday in a statement announcing her appointment.

COST represents 115 suburban and rural towns and small cities throughout Connecticut.
