Connecticare red flags health exchange plan

Farmington’s Connecticare has become the second insurer to propose benefit plans for the state’s new insurance exchange, but the proposal still leaves a lot of uncertainty around plan pricing.

The company’s subsidiary unit ConnectiCare Benefits Inc. proposed small group and individual insurance plans to be offered in the exchange with an average price of $716 and $397 per member per month respectively.

The company, however, expressed concern that many of the federal regulations, which continue to be issued, are “vague, complex and in some cases contradictory,” which could result in the insurer withdrawing or changing parts of its rate filing.

The company’s rate proposals, which will need approval from the Connecticut Insurance Department, also do not take into account adjustments for age and geographic area, but they will meet all the essential health benefits criteria mandated under health care reform, officials said.

Connecticare is the second insurer to offer health plans for the state’s new insurance exchange called Access Health CT, which will go operational Oct. 1 allowing individuals and small businesses to shop for health insurance through an online marketplace.

Earlier this month non-profit insurer HealthyCT, which is a new player in the Connecticut market, proposed plans for the individual market with an average monthly premium of $427.35.

For the small group market, which includes businesses with 50 or fewer workers, HealthyCT is proposing plans with an average monthly premium of $445.
