CL&P must pay for Waterbury underground fix

Connecticut regulators on Wednesday ruled Berlin electric utility Connecticut Light & Power cannot recoup from ratepayers the cost of fixing its underground distribution system in Waterbury.

The Public Utilities Regulatory Authority said CL&P customers should not pay for repairs to the Waterbury system that were the result of poor workmanship by contractors and inadequate supervision by the company.

In making the decision, PURA ordered CL&P to inspect all its other underground distribution systems in its territory and report back to PURA any problems. CL&P must review its contractor oversight policies.

This case began in 2006 after three fires damaged the Waterbury distribution system.
