CAVA, Panda Express proposed for former Plan B site in Southington

The site of a former Plan b burger restaurant in Southington could be redeveloped into two fast-casual restaurants, with CAVA and Panda Express identified as the prospective tenants.

A site plan application submitted to the Planning & Zoning Commission calls for renovating the existing 5,020-square-foot commercial building at 20 Spring St., near Queen Street and Interstate 84, and dividing it into two restaurant spaces. Plans identify a 2,500-square-foot CAVA and a 2,520-square-foot Panda Express.

The property was previously occupied by Plan b Burger Bar, which closed in May 2025.

The application, filed Sept. 8, would convert the existing single-tenant building into two “high-turnover restaurant” spaces, along with parking changes, a drive-thru with room for a 10-vehicle queue and bypass lane, and two dumpster pads.

During its regular monthly meeting on Tuesday, the commission tabled the application until its next meeting, scheduled for Oct. 6.

According to a project narrative prepared by Monroe-based Solli Engineering, the 0.99-acre property currently has 78 parking spaces. The redevelopment would reduce that to 62 spaces, still above the 42 the applicant says are required under town regulations.

The project would retain the property’s existing access from Spring Street. The drive-thru would require reconfiguring portions of the parking lot and some grading along the northern and western sides of the site, according to the application.

Plans also call for additional landscaping, including new green space in the northwest corner of the property and a landscape island near the building. Those changes would reduce the site’s impervious surface area by about 709 square feet, according to the project narrative.

The property is in Southington’s Business District, where eating establishments are permitted subject to site plan approval.

The application identifies Branford-based 20 Spring St Associates LLC as both the property owner and applicant, and lists Michael Massimino as its principal. Solli Engineering’s Paul Rodrigues is listed as the project engineer.
