The City of Hartford can expect $26 million for capital improvement projects, now that Gov. M. Jodi Rell signed the state bond package. The city plans to spend $12 million on flood control and $500,000 in façade improvements on Wethersfield Avenue. It also will allocate $1.7 million to the Spanish American Merchants Association and $900,000 to the Hartford Economic Development Corp. Revolving Loan.
