After delay, shared solar moves forward

The Department of Energy and Environmental Protection has issued a draft request for proposals for the state’s delayed shared clean energy program.

The program was approved last year, but faced delays after DEEP sought clarification from the Public Utilities Regulatory Authority whether utilities could recover funds from ratepayers costs related to the program. The legislature ended up deciding in its recently ended session that the utilities could do so.

Shared clean energy facilities are those whose energy output is shared among multiple ratepayers, such as a condominium development. All Class I renewable generation can qualify, including solar, wind, fuel cells and anaerobic digesters.

DEEP will hold a public hearing on the draft RFP on June 9 at its New Britain headquarters, and is also accepting written comments through June 20.

It expects to issue the final RFP on July 1.
