Affordable housing complex planned in Hamden

A New York developer is proposing a new planned development district that would allow a 64-unit, multifamily affordable housing complex along State Street in Hamden near the North Haven border.

Regan Development Corp., of Ardsley, New York, is proposing a redevelopment of 2980 State St., which is nearly 5 acres containing about a dozen small structures in the town’s general urban zone. 

The development would contain three buildings, two of which would stand 2.5 stories high with 20 apartments each, and the third would be 2 stories with 24 apartments.

This project, according to the application, would increase the affordable housing presence in Hamden, with 30 one-bedroom units, 32 two-bedroom units, and two, three-bedroom units, ranging in size from 745 square feet to 1,238 square feet, with rents ranging from 30% to 60% of the area median income.

The development will contain 100 on-site parking spaces and electric vehicle charging stations, nearby bike parking, outdoor recreational space including a playground area and separate recreational amenity space.
 
Regan is under contract to buy the property from owner Michael S. Malonis, and the redevelopment plans call for the demolition of residential structures on the property, which include a cabin, shed, and multiple garages.

State Street is a main regional roadway, and the property is surrounded by a mix of residential, commercial and industrial uses, including single-family homes to the west and northwest, and a multifamily condominium development to the south.

An Aug. 8 Planning and Zoning Commission public hearing on the application is scheduled.
