42 single-family condos pitched in Enfield

A local development company is looking to build more than 40 single-family residences on a new cul-de-sac in Enfield.

Washington Associates of Enfield LLC is proposing a multifamily residential development at the southeast corner of Brainard and George Washington roads, which would feature 42 detached condominiums.

The land consists of three separate parcels at 242, 274 and 284 Brainard Road that would be merged into a nearly 21-acre site for a development called Brainard Gardens. 

The land is primarily vacant, but one parcel contains an existing single-family home, which will be removed if the zone change and special permit applications are approved by the Planning and Zoning Commission. The applicants will present their plans to the PZC at a public hearing Thursday night.

Russo Engineering said a plan was approved in 2005 for a 42-unit senior housing development, but the project never broke ground due to economic conditions.

A 2021 PZC text amendment created a multi-family housing district that allows single-family detached dwellings on smaller lots with a minimum of 20 acres.

This current proposed project is similar to the 2005 plan but without the age-restricted provision since “the age restriction of the Senior Residential Development limits the marketability of this project,” the application said.
 
Two parcels in this proposed development  were part of an earlier earth-removal project. The northwestern part of the property was used for temporarily storing construction materials for a town infrastructure project, according to the application. 

A wetlands permit for the project was approved in October 2022.
