An East Granby builder is proposing to build 41 single-family houses on a wooded 15.9-acre property in Windsor Locks.
F&L Construction, headed by Lawrence Pelletier, has owned the largely wooded property at 177 Old County Road since 2004, according to town records.
In an application for a wetlands permit filed March 1, F&L proposes to build 41 houses clustered along a single road ending in a cul-de-sac. The road would be privately held and managed, along with the land, by a condo association, according to the application.
The property includes a manmade farm pond fed by a stream, which discharges into a small brook that runs off-site.
