40 CT ethics lottery “winners” due

This is one Connecticut lottery few lobbying clients — or their lobbyists — are likely to be eager to win.

On Thursday, the Citizen’s Ethics Advisory Board will randomly choose 40 client lobbyists from among the approximately 900 registered with the Office of State Ethics for an annual audit as required by law since the office was created in 2005.

Retired Cigna executive Tom Dooley, who recently assumed the advisory board’s chairmanship, will draw the lucky lots at 1 p.m. in the fifth floor hearing room of the Connecticut Elections Commission, 18-20 Trinity St., in the shadow of the gold-domed State Capitol.

Qualifying for this lottery is simple: Individuals must be filed with the state as a “client lobbyist,” the party paying for lobbying services on their behalf, and have paid at least $2,000 for lobbying services in a calendar year.

During the audit, state ethics investigators also will examine records of lobbyists hired to work for the client. Client lobbyists cannot be audited more than ince in a three-year period. Audits will be completed during fiscal 2010-2011 that begins July 1.

Dooley assumed leadership of the nine-member ethics board in late March following the resignation of former chair H. Kenneth Bernhard, who stepped aside amid questions about political contributions he made while serving.
