A four-story apartment building with 24 units is being proposed on a 0.41-acre property at 51 Mill River St. in New Haven.
Property owner 51 Mill River LLC is seeking city approval to demolish the existing building and a small shed to make way for the development. City property records classify the 2,650-square-foot building as a service garage constructed in 1940, although the development application describes it as a single-family dwelling.
Plans call for 15 one-bedroom and nine two-bedroom apartments, including one income-restricted unit under the city’s inclusionary zoning ordinance. The apartments would occupy the upper three floors, while the ground level would contain parking, common space and utilities.
The approximately 45-foot-tall building would have a 7,115-square-foot footprint. The project would also include 26 parking spaces, new sidewalks, landscaping and an underground stormwater management system.
51 Mill River LLC is controlled by Sonila Bakiu, owner of S&T Deleading and Construction, and Arthur Kullira, according to state records. The site has an appraised value of $297,900, according to city records.
The proposal is scheduled for site plan, coastal site plan and wetlands review at the New Haven City Plan Commission’s Sept. 16 meeting, although the draft agenda indicates the item is expected to be passed over. A project cost and construction timeline were not disclosed.
