Anthem Blue Cross Blue Shield and Connecticare have asked Connecticut regulators to approve average individual health insurance rate increases of 12.5 percent and 11.8 percent, respectively, filings show.
The insurers cited changes in benefit design, medical cost trends and an expected increase in utilization as factors in the requested increases.
Meanwhile, HealthyCT, which is the third insurer whose plans are offered on the state’s exchange, Access Health CT, asked for a rate decrease of 8.9 percent.
The three requests, which cover plans offered both on and off the exchange, would affect a total of 100,944 people.
In addition, United Healthcare – which decided not to offer individual plans on the exchange this year — wrote in a filing that it intends to join the exchange in 2015.
