20-home Manchester development faces wetlands hearing

Cedar Ridge Development LLC is seeking approval to place about 2,000 cubic yards of fill on a steep slope above wetlands at 85 and 95 Rock Ridge in Manchester, to prepare the site for a single-family development. The Planning and Zoning Commission will host a public hearing on the proposal on Sept. 21 at 7 p.m. The commission will also hear the Bristol-based developer’s request for an excavation permit to operate a portable rock crusher at 106 Rock Ridge. Under the proposal, rock stored at 90 and 106 Rock Ridge would be crushed and used as fill at 75, 85 and 95 Rock Ridge. Engineering plans show a 20-lot subdivision, with eight lots remaining, two of them under construction. Gary N. Faiman is Cedar Ridge’s managing member, according to the company’s 2026 annual report filed with the Connecticut Secretary of the State. Cedar Ridge markets the homes as “Rock Ridge Homes,” offering six four-bedroom models ranging from 2,623 to 2,880 square feet.
